ABSD Rates In Force From 27 Apr 2023: What 0%, 20% And 60% Cost At Four Prices

If you are looking at a second home, buying with a partner who is not a citizen, or buying through a company, the additional buyer's stamp duty is often the biggest cash cost in the deal. You pay it as a percentage of the price. You pay it at the time of purchase, not spread out over your home loan.
In this article, we look at ABSD rates by buyer type. These rules were in force from 27 Apr 2023. We show what the rates come to at four purchase prices: S$600,000, S$1,000,000, S$1,500,000 and S$2,500,000.
The rates come from IRAS, the tax authority, in a document called Additional Buyer's Stamp Duty from 27 Apr 2023. This is recorded in our rules data and was checked on 18 Sep 2026. The key figure: a Singapore citizen buying a first home pays 0%. A foreigner pays 60%. On a S$1,000,000 home, that 60% comes to S$600,000 in ABSD alone.
What Are The ABSD Rates By Buyer Type?
ABSD is charged on top of buyer's stamp duty, a separate tax paid when buying property. The ABSD rate depends on who is buying and how many homes that buyer already owns. The word "entity" means a purchase made by a company or similar body, not by a person. The table below shows the rates that were in force from 27 Apr 2023.
The table shows the rate for a Singapore citizen. It rises from 0.0% on a first home, to 20.0% on a second home, to 30.0% on a third home or later. A permanent resident, called a PR, is a non-citizen who holds permanent residence status. A PR pays 5.0% on a first home and 30.0% on a second home. A foreigner pays 60.0%, no matter how many homes they already hold. An entity pays 65.0%.
Our rules data only records this one version, dated 27 Apr 2023. It does not include the rates that applied before this date. So we cannot compare these rates with an earlier set using this data.

What Does ABSD Cost At S$600,000, S$1,000,000, S$1,500,000 And S$2,500,000?
Rates alone are hard to picture. The table below applies each rate to four purchase prices. This site's position engine calculated these amounts from the recorded rates. They are example workings of the rule. They are not a valuation of any actual home.
At S$600,000, the table shows S$120,000 for a Singapore citizen buying a second home. It shows S$30,000 for a PR buying a first home. It shows S$360,000 for a foreigner. At the highest price, S$2,500,000, these same three buyers face S$500,000, S$125,000 and S$1,500,000.
ABSD is a flat percentage of the price, with no price bands. So each row scales up in step with the price. The citizen's third-home-or-later row and the PR's second-home row are identical at every price. Both sit at 30.0%. The entity row is the highest throughout. It reaches S$1,625,000 at S$2,500,000.

What These Figures Do And Do Not Include
The amounts in this article cover ABSD only. Buyer's stamp duty, legal fees and any other costs are separate. They are not part of the rules data used here. So they do not appear in either table.
The rates depend on facts about the buyer, not the property. These facts are citizenship or residence status, and the number of homes the buyer already owns. When two buyers with different profiles buy together, IRAS uses rules that this pack does not record. So read the tables above as the rate for one stated buyer type at one stated price.

Private figures are from URA Data Service caveats, HDB figures from data.gov.sg resale records, both loaded weekly by this site's ingest. Medians are of the non-excluded transactions in the period named; sales flagged by the hygiene rules (related-party transfers, bulk deals, outliers) are left out. Every figure is indicative and drawn from recorded transactions, not a formal valuation.
